A Shliach represents the Mishaleach
A Shliach quite simply is one who stands in the stead of the sender
So as the Rebbe explains in the final Sichah to Shluchim 5752 to be a Shliach means to use your own initiative but to never deviate an iota from the content of the message that the Mishaliach promotes.
