The first Hashem, is the lower level of the holy name, this level serves as the source level from which the second name Eloikeinu derives – as the famous verse, “Elokim is the cover of Hashem” (for like the heat of the sun is protected by our ozone layer – it gets to hundreds of degrees daily, on the moon, which lacks this protective cover – similarly, the infinite radiation of the Divine power, gets sifted and in energy terms, reduced to “110 volts,” in order to create the appearance of the physical) But then there is the higher name of Hashem, for this name does not relate to the world as a Creator, but as the famous teaching – “God’s greatness is not in the fact he can create a universe” – in fact the creation of a universe is lowering himself, as our sages teach, “Where you find God’s greatness (to human perception) you are actually seeing his humility!” for as all know, to limit oneself (even though this limitation is so infinite to our minds) nevertheless to infinity, finite is obviously nothing
