To paraphrase (which I believe is the essential logic behind game-theory) two societies exist: those with or without rules—in the former, as people are free and as the mind’s creativity can be unleashed only when we are, well, thinking; great awesome positive innovations develop; but in the latter, as the mind will go into survival mode, as we see in Africa, in Arab countries: for thousands of years they innovated nothing! (This is not to be racist, rather game-theory is a fact of life; which would effect any citizen! as we see, the lack of innovation in harsh western countries throughout the mid-evil times—With the ascent of democracy, which gave people security, the unbridled creative energies latent within every person, like a spring poured out, but today, those—in particularly the Arabs (as the Africans being humble, are not jealous, for jealousy is based on arrogance = feeling entitled, hence the Arabs, seek (remember 9/11 came from the capital of the Arabs, financed and executed by Saudi Arabians, to the highest echelons of their sick society) and in their jealousy they seek (the nature of jealousy) the destruction of civilization!
