“To be happy is not a commandment, but its effect no mitzvah can cuase; and to be sad is not a prohibition, but its effect no sin can cause”

I believe it was Rabbi Shlomoh of Karlin who said “To be happy is not a commandment, but its effect no mitzvah can cuase; and to be sad is not a prohibition, but its effect no sin can cause” for when we are happy, we are naturally open, hence loving, hence giving; But when we are sad, we are naturally upset, hence jealous over other’s happiness, hence evil!
