Kabbalah teaches, every single thing that ever has and will happen was set into motion in a single all-encompassing thought

In other words, if you had access to that thought – as some great saints were able to access (perhaps part, but certainly, could see the future and different parts of the present) you would literally have a crystal ball

If that is the case, are we merely in a program?

The answer is both yes and no.

It relates to the fundamental question if freedom of choice can coexist in a predetermined outcome?

The answer of course is, our experience itself confirms our feeling of independence; freely choosing based on our own conception of instinctual impulses and conception of right and wrong and the unique gradual as well as perhaps infinite interplay between the two namely the ability to overpower our instinctual impulses for our intellectually chosen path.

This confirms what we all sense, that both are true – we are independent beings by virtue of the fact we are given true independence – this independence allows us through trial and error to arrive at forgone conclusions.

So yes, the same being that gave us independence, sort of like putting a rat through many millions of rows of cheeses and as he walks down the aisles and tastes each one he builds a memory bank of which ones feel or are good / which one feels and are bad!
