Being that we are in the fortieth year when it states “God has given you an understanding heart, eyes that perceive, and ears that comprehend” – when a person’s intellect acquires his master’s…
The explanation:
“God has given you”: refers to the giving of the Torah – the entire Torah was simultaneously given in a manner that not that one needs to go to heaven, but it’s all on earth for whoever desires.
Following this declaration that it’s entirely on earth for whomever desires – God explains:
“A knowing heart:” this refers to the ability for the intellect to create an emotion ( known as Daas) however though the longest highway in the world is from the intellect to the heart ( in other words, the transformation of ideas into ideals) nonetheless the positive aspect is that though there is an immediate connection, nonetheless the intellectual can step by step bring ever more.
And an even higher level is integrating God’s intellect ( as it says “a new Torah will emanate” ( directly from God to everyone)) also.
And from there it goes to “eyes that perceive and an ear that comprehends” ( as we see empirically that all man’s actions are a result of these perceptions) that seeing God’s glorious world one comes to humility and of course the study of Torah etc.
And we can connect this to the fact that at the giving of the Torah God caused sound to be sight and vice versa, and particularly as these two simultaneously manifest.
