Evil is not a conscious force rather like someone G-d forbid prodding one with a cattle prod it is a subconscious reaction ultimately designed by God for the sake of bringing people (not the evil but the good people whom the evil people hate hence try to hurt) to a greater awareness that goodness is up, its not possible for humans to have it without bringing what is beyond us into us.
