Do sanctions work?

The notion of the west is bizarre.
Have sanctions ever worked?
Historically sanctions have worked only 5 to 30 percent of the time, however to the best of my knowledge they never have worked on dictators, the proof is currently Zimbabwe, Iran, Cuba, North Vietnamese because it is not in the nature of a dictator to be compassionate, hence the suffering of their people is often actually their subconscious motive and the sanctions do not cause personal suffering, as their position is such that their individual needs are extravagantly fulfilled, hence the U.S. policy of trying to force not only a dictator, but a radically religious one, with sanctions, if anything will probably strengthen their resolve – as some sanctions do create an us vs. them mentality, and not only not get Iran to back down but to dig their heels in.
