Based on the conviction of a Mosheh Katzav – whether he is guilty or not – but not only on circumstantial evidence but literally on a his word versus hers (which is how the Judges based their decision) it is clear that it is time Jews returned to instituting Rabbinical Judges for all legal procedures in Israel, for the law of God includes the perfect balance between justice and not committing injustice through allowing circumstantial evidence or hearsay as testimony.
